The free use of the maritime domain for transport, resources, habitat, and power projection is crucial for all mankind, and it must be protected from all sources of insecurity. Achieving a global maritime domain awareness is the only way towards the necessary maritime security, because all problems in the maritime domain are intrinsically international, hence global. Poor governance, “need to know” rules, and fragmentation in separate surveillance regimes hamper the solution of the problems. Coherence and coordination of regional regimes is necessary in order to eventually achieve a global reach. Six steps are identified on the way towards an efficient Common Information Sharing Environment, a European Union project showing the way to other regional efforts towards a global maritime security regime.
